First, include your primary keyword phrases in your Meta tag titles, descriptions and keyword fields. You should also do this with your page headlines and subheads.
Second, add your keyword phrases to content. Roughly once or twice per paragraph is great. Keep it reasonable so the phrases are woven into your content and not redundantly repeated. Remember, if content is king, then keyword phrases are like the king’s valet - unnoticed, but always there.
Third, write in natural language. You need to incorporate your keywords, but not to the point that you ruin your page copy.
Remember, these are keywords because they are the terms that your customers are using. If it is difficult to work them into your content, something needs to be reworked. Or perhaps overhauled completely.
Fourth, try to incorporate keyword phrases in bold, italic or bulleted lists where it makes sense. This won’t have a major effect on rankings, but it will have an effect on your visitor count. Remember, everyone on the internet has the attention span of a gnat. Make your relevance obvious at first glance, and web visitors are more likely to stick around.
Fifth, take the time to read your copy out loud. If it sounds redundant and off balance to you, it will sound the same your site visitors. If you can, ask someone outside your company to read it as well, to get their unbiased opinion.
Keep in mind that these basic tips are just that, basic. By no means are they the end-all be-all for SEO. However, they are important fundamentals that should be implemented for better on-page search engine optimization.
In addition to implementing these five steps when you start out, go back periodically and check for them again. It’s so easy to get caught up in the social networking/link building/pagerank/twittering/digging/sphinning fun part of SEO that sometimes these priorities get shelved.

Keyword Density
Generally, keyword density in the title, the headings, and the first paragraphs matters more. Needless to say that you should be especially careful not to stuff these areas. Try the Keyword Density Cloud tool to check if your keyword density is in the acceptable limits, especially in the above-mentioned places. If you have a high density percentage for a frequently used keyword, then consider replacing some of the occurrences of the keyword with synonyms. Also, generally words that are in bold and/or italic are considered important by search engines but if any occurrence of the target keywords is in bold and italic, this also looks unnatural and in the best case it will not push your page up.

How to Get High PR Sites
These are some technique that i collected in a know SEO site.
I make a domain pr5 for my client recently. and for this , i did over 150 articles. 20 press release and 7000 back links from pr1 to p4. and in that niche top old companies have pr4. and if i do this for some IT or webmaster niche, i can get pr6 . if that site update daily with new contents.

I don't understand why people always get in debate if PR is important or not. It is important to the thread starter and he simply needs your opinion.
I would say get 5 PR1, 6 PR2, 7 PR3, 4 PR4 and that will get you PR 4 or 5.

To the OP: I suggest finding very high quality sites with PR4-PR7 & getting a backlinks. Make sure they are relevant with your sites content as well.

try to get a PR6 or PR7 back link, one that is very relative to your website.
make sure you have a lot of back links from directories, and smaller PR0-PR3 websites to hold your ranking so no one can come behind you and steal the ranks.

Despite being a link builder myself, I would seriously suggest you to wade your time and developed your blog in a proper way and acquire organic links before you embark on a link building campaign. Theoretically speaking, 20 PR5 links from pages without any outbound links or 5 good PR6 links should get you there but if Google finds out that you have just relied on that, then you risk getting sandboxed. Built up blogspot , Vox, Squidoo blogs..link them to your main site..get authority links..diversify your link building options and you will be on your way to a PR5 site in a couple of update. Do not aim for PR5 right now itself.

considering that your domain is only 3 months old , any heavily submission strategy you involve will send you straight to sandbox and a 6 months penalization. In my opinion you should just build links in time and to achieve pr 5 you will need a couple of higher pr links and most important 6-8 months
